Duckbill™ review queue

Review is a triage page at /inbox/review. It lists folder-mapping proposals and duplicate cleanup candidates from stored scans and messages.

Approving one proposal runs the existing mail command path. A duplicate is archived. A folder mapping is moved to the proposed folder. The command is healthy only after provider state converges. An audit row is written for the command.

ENABLE_SEND and ENABLE_DELETE stay off. An AI actor cannot approve. iCloud stays read-write. This page does not send or delete mail.
